D3.1 – Participatory Research, Research Agenda and Action Plan for Bulgaria

Explore Bulgarian perspectives on AI, youth employment, future skills and digital inequalities, alongside priorities for more inclusive labour market transitions.

On 10 June 2026, the Policy and Citizens’ Observatory (PCO), with the support of Sofia Municipality and within the PATHFINDER project, delivered the Bulgarian National Participatory Event “Youth, Artificial Intelligence and the Labour Market: All Inclusive” in Sofia, bringing together 48 young people, employers, educators, local authorities, civil society representatives, media representatives and other stakeholders.

The event created an** inclusive participatory space** to explore how AI is affecting learning, work, entry into the labour market and the development of future skills. Building on the national baseline survey, participants discussed the evidence and explored its implications through their own experiences and perspectives.

Participants worked around three key themes – entering the labour market, skills and digital inequalities – using the problem tree methodology to identify key problems, underlying causes and potential solutions and recommendations.

The findings informed the Research Agenda and Action Plan for Bulgaria, highlighting the importance of critical and responsible AI use, practical AI education, critical thinking, stronger entry-level opportunities and greater attention to young people at risk of digital exclusion.
